Criminal justice clients are a large percentage of clients who are currently taking part in drug and alcohol rehabilitation programs in Chico and in the USA. Judges around the country often find it more helpful to rehab men and women who have found their way into the court system for drug related crimes, instead of punishing them to no avail with jail time and other such rulings. It is proven to be more successful to address the problem of drug addiction more straightforwardly, than to invoke such penalties.
