Criminal justice clients are a large percentage of clients who take part in drug and alcohol rehab programs in Cumby and in the USA. Judicial systems around the country are finding it more helpful to treat individuals who have wound up in the court system for crimes relating to drugs, instead of penalizing them in vain with time in jail and other penalties. It has proven more successful to address the problem of addiction more straightforwardly, than to enforce such penalties.
